New markdown editor with filtered paste to allow limited rich text.

Admin: Webapps: Markdown textarea editor hybrid WYSIWYG editor that has a filtered paste to keep only, bold, italics, header, links and lists.
Admin: Webapps: Include once array to include CSS and JS for form elements without having to include their code when they are not used. Only supports markdown but could be expanded to other.
