Instance copy / clone updates to make sure site copies are even easier for developers and product managers.

Admin: Webapps: On site clone and magic button pushed, granular layouts, granular auth policies, views, and pre-processors are now automatically updated to the new instance by path.
Admin: General: Get auth policy by filter.
